Shatsky was involved in the modernization of Kh-59 missiles to the Kh-69 level, used by Russian troops in Ukraine.

The Defense Intelligence of Ukraine was reported to be behind the operation that led to Shatsky's elimination.

The Mars Design Bureau in Russia is responsible for modernizing and manufacturing control systems for cruise missiles under the state defense order.

Shatsky also worked on the development and reliability prediction of onboard control systems for spacecraft using neural networks.
